Its the System trying to protect its turf.. without credible threats there is no need for Multi Billions Budgets, without monitoring you will have no threats.. Corporate America bought into it as more and more workplaces are starting to look like Police stations with Security Cameras and locked doors at all exits in order to "protect" their employees.. This is all a show ,bottom line the wars are winding down and the the Matrix is in Panic mode for its own survival.. As long as the $$ is the world reserve currency this charade will go on , They are  printing Money out of thin air to pay for all this toys. It will take 10 years but just like the USSR the police state we are becoming  will crumble under the weight of its armor..jmho
