No Margin, the main "bad thing" Jeff has done is lie to the shareholders ("We will not cut the dividend") and grossly mismanage GE by allowing the GE Capital tail to wag the GE dog. I have zero confidence in Jeff and his management team at this point. Judging from the total lack of competence demonstrated to this point I would much rather have a dividend increase than a share buyback.
Jeff and his team have drastically reduced the value of my GE holdings since he has been CEO. Contrast his performance with almost any other large cap CEO and Jeff is in the bottom quartile. His resignation would push the stock up dramatically and frankly he owes that to the long-suffering shareholders.
