Romney's call to return Health Care and other federal programs to the states will produce balanced budgets in those that require them, which is most. Note the minor changes in Republican states that have cut worker benefits and balanced their budgets.
State and local spending are easier to cut since the source of the spending and the source of the taxation are closer to the voters. I.e, much less of the OPM syndrome you get at the federal level, and the reason that the Left wants to shift spending to the federal level.
