Those are the 'required duties' of the fed gov. And they become expanded- like the air force is not noted in the constitution- but comes under the armed forces concept.
And then there are other items- amendments - that were required to fix what the founders had not thought of or were wrong about.
SS is part of the fabric of the US society so much so, that if the constitution were to be drafted today, it would be included. Ditto for Medicare.
This is not the 1780s, this is 200 plus years later- ten generations. Society and times change, and the constitution changes with it through law, court rulings and the evolution of society's belief in what the general welfare is.
