Although South Korea produces enough steel, they still need the ore and cement to be shipped. This is a project in its infancy, but will consume massive amounts of steel and concrete. From what I can gather, Sejong will be the seat of the future government of South Korea. Quite impressive. Only 7000 apartments have been built with many more to come.
Currently, 10,000 people are living in Sejong, by the time this project is finished, the city will have 500,000 residents.the project is expected to be finished by 2030. (Slide 7 and 8) http://www.spiegel.de/politik/ausland/suedkorea-neue-regierungsstadt-sejong-city-eroeffnet-am-1-juli-a-841245.html
